If you have body shop, in 'Build Sims' you get the option to package them.
If you mean getting them off the internet, just download them of a site such as the Sims2Exchange or ModTheSims.

And if you mean making them in your game, just use the Create A Sim button.

i know but it say when i download them it ceeps saying plz dobble click i costum conten packeg do i have to put it in a certen file of some thing.
