The situation was a difficult one and would not be solved easily.
Meanwhile, the American government had a problem. Reports of a Russian nuclear submarine, one of many sunk in the last world war, had come to President Kelly. He discussed the problem with Colonel Jameson, who was in charge of cleaning up such messes and came to an unpalatable conclusion; since they had no means of moving the sub, they would have to find someone who could; someone who knew the secret codes and could power it and move it to a safer place. The sub was dangerously unstable and could fall against the cliff or hit a rock, releasing deadly radiation into the sea.
President Kelly did have a working solution; he remembered how, around a year or so ago, an attempt to rejoin the Soviet Union had been made by a group of rebels who had ressurrected Omega Red in order to do so. The rebels had been incarcerated and Omega Red's frozen body buried in the mountains. The location had been given to the President by the X-men as it was a national secrecy issue, and so far, he had not had any need of it. But now there was a need, and steps would have to be taken to ensure that the living weapon would not be a danger to anyone.
