Photobucket.com ought to have features to help you resize. When you go on there, create an account. They should give you instructions to help you through making an account. After all that, when you log in, you will be taken to your account and your album; there is a big green button that says 'upload images and videos'. If you have an image save that you'd like to turn inot a signature, click on the big green button and follow the steps provided. After it's uploaded (you can skip giving it tag names and the like), you will be taken back to your ablums page. Above your recently uploaded image there will be a bunch of links; click 'edit', and you will be redirected to an editing page. There is a conveniently located 'resize' button there so that you can make your image the appropiate size for a signature. It should be no larger than this box. It can be smaller, and a different shape, but not taller or wider.
If you'd read the rules like you said you did, you'd know the answer already. The FAQ and Rules thread has full instructions about putting a picture in your signature, as well as the rules on signature size.
Your signature is too big, and exceeds the forum signature restrictions, which can be found here: Signatures You've got until tomorrow to edit your signature so it fits the guidelines, or I will remove it.
