I didnt use a reference pic, It states in the rules that you must provide a reference pic if you used one and I didnt!

Actually, Singer stated that everyone has to provide a reference picture, nothing is said about whether it's based on it in the revised rule. If you don't, then it's difficult for Singer to decide how well your doll looks when compared to who you're doing; if you don't provide a pic, then you're effectively breaking the rules laid down by the contest owner, which as stated, means your doll can be disqualified. Sorry.

Also, Aussie, its so Singer can compare it to the style of the era. It more for your benefit than anything else and she didn't say it had to be exact. Since the entire contest is rooted in the styles and culture of the various eras, its best to provide one since not everyone is very well educated on them.

For images, you'll just have to search them yourself.

You must use a reference pic, and either provide a link to said reference pic or post it here (if it's big, I'd prefer you link it out). If a reference pic you used is not provided by the deadline, you are automatically disqualified. And, yes, you must use the pic when making your doll (that's whay it's a reference pic).
I know this sounds extreme, but I want to be sure you're dolling the actual character as they appeared in the series, and not your version of them.
