but the skirt is sort of pillow shaded and there's not much highlighting going on there.

I agree with Minachan: the shading in the skirt is kinda pillow-shaded.
But I really like the outfit, and I think she looks absolutely adorable. You're improving very well, and I think it was really nicely done. =)

Awe, she is soo cute.
I like the clothes you chose for her, and her hair is cute, but there isn't quite enough shading.
But for NOT having a tutorial for the hair, and since you aren't SUPER experienced, like me, I'd say its pretty good.
Overall this doll is very cute. =)

The hair still needs a few more loose strands, and you don't have to highlight the folds. Simply make them lighter as they go in. Your folds also defy gravity xD so, they need to all go downwards.
