"Seeing somebody" is usually another term for dating. Or, sometimes, you might not actually be going out on dates with the person but just being boyfriend/girlfriend in school and stuff. My friend did that with this guy once when she was 15. Her dad said she couldn't date until she was 18, so they were just 'seeing each other'. *shrugs*

Definitions vary from person to person. I count them both as the same thing, but it really depends on the context. I feel "going out" can also indicate just a date, something casual in other words. When you're "seeing someone" it usually indicates to me that you are in a steady relationship, probably one that is just starting out.
