A black t-shirt or band shirt would work really well, or a black print tunic cinched with a wide belt with a decorative buckle, maybe dress it up with some funky necklaces and earrings, and sneakers or ballet flats. Black or white would be the best colors to go with those pants, maybe a navy or other subdued blue...but the pants should be able to POP.
