By releasing this... mandate... and knighting him early, you're putting him at risk, for those in command will surely use the younger knights as foot soldiers should we ever need the extra troops. But, yet, to not knight Arthur and knight all the other young men his age would raise more than a few eyebrows... you can see the conundrum we're facing, can you not?"
