I know this Villain isn't from a Disney movie, but it's an animated movie I used to love, though my sister HATED it because the villain gave her nightmares everytime...no other movie we'd watched ever gave either of us nightmares, but this one got to my sister.
It's called Little Nemo (not Finding Nemo  ). And the villain is correctly named The Nightmare King.
As for Disney Movies, I think Maleficent is the most scary. Flames, dragons, magic, death by ordinary object/wounds. 0.o
