It's not always so clean cut as that, tho. A lot of people who end up being addicted to drugs turn to them in the first place in order to cope with issues in their lives; abuse, domestic violence, deaths in the family especially child deaths, bullying, depression. And of course, once addicted, they will do anything to ensure they get their fix, including breaking the law.
Also, not all drugs are addictive; and not all addictive drugs are illegal. Remember, Michael Jackson was hooked on painkillers; and they are legal. Sometimes it's mostly psychological, as in a Pavlov's dogs type of reaction; when the person feels down, they reach for the drugs. I read in a magazine about a woman who was hooked on codine and her addiction was mostly psychological. I've taken codine for years to deal with migraines and tension headaches, and never had any problems.
