Miranda doesn't need breast reduction and neither does any girl whose body structure matches the size of their chests(exceptions being chests that are, like Miranda said, above DDs and with thin body structures). I have DDs myself and also have an hourglass figure, but I would never consider reducing them because they are "too big".
I do not approve of plastic surgery in anyway. Too many people see it as a way to escape the bodies they dislike and it's getting to the point where they might as well manuafacture humans in a factory because EVERYONE is determined to be the same. Girls, you'll grow to love your bodies. Getting surgery carries quite a few risks with it that people don't bother to recognize. Is changing the way you were made worth the risk?
